If the person has not been advised by a doctor not to fly. Then contact SAGA insurance they will insure you.

Covermytravles.com or karmatravel.com, both are great for deals with existing medical conditions.

As far as I know, travel insurance is for cancellation on travel plans; not to cover medical conditions. That is what your health insurance is for.

You will have to declare on the insurance form that you have had a heart attack but when you book get a cover note from your GP or local hospital to say that you are fit to fly.

If the attack is recent select – serious medical conditions and look for a link to all clear. Or run a quote through and select the link at the top of the quotation results.
If oiver two years ago and no change i nmedication then I suggest you ring the appropriate medical screening line (number appears with quotes to make life easier)
As they cover people to 99 for trips up to a year you will almost certainly get a quote.
