People need to be able to take responsibility for their own actions. Plus, having children is not necessary. It is an option. One that if free, tonnes of more people would simply decide to do, and use up all the money that has to be shared out between more important things.
That's why expensive cancer drugs are not given to people with cancer. Because the money needs to be used for the whole population. Not just them, unfortunately.
