Tourist Visa For The States?

Hello,
I came 8 months ago with my family in the states but my brother is back in my country cuz at the time we won the green card he was already over 21. So my questions is since we’re still not citizens of the states is it possible to make invitation for my brother to visit us (tourist visa)? If yes how I do it? Should I use a special form or letter? Should a notary certify it?
I’ve been making some research but it’s still not clear to me how exactly does it work. Here are 2 examples. is this how its supposed to be?

    Your brother will be assessed on his own capacity when he apply for tourist visa.You can send both or either one of the letters but it will not be the deciding factor for your brother to be issued a visa.He has to satisfy the doubt of the Consular Officer that he has strong ties in your country and will not overstay here in the US.

    An invitation letter is of no use to a person who will apply for a visitor’s visa. The US embassy he will apply in will have the records of your family leaving and his name as one of those who were ineligible. (from your story) While there is a chance that they may not notice, he cannot prove that he has sufficient ties to his home country to return after the visit.
