He is eligible after a certain time following the date of arrival as a permanent resident with a visa. The time depends on the province.
In any case, medications are not usually covered by provincial healthcare.
You mean can he qualify for medicare? I’m not sure medicare covers drugs like these. He’d have to have a drug plan.
Once he marries you, he can apply for Canadian residency. Once he obtains that, he can apply for medicare.
