If a norwegian tourist gets taken to ill whilst in uk.And needs to be operated on but they have no travel insurance do they have to pay for operation.

    There would normally be an arrangement between european countries to allow free treatment that would be reclaimed later from your country’s health service should any treatment be required in the uk. Whether this is just for EU countries I’m not sure (is Norway in the EU?).
    If the case is urgent/ life threatening, if the patient announces at the time of the treatment that they are unable to pay for it no charge would normally be made regardless of where the patient came from. If you are daft enough to say you can pay for it then expect a large bill later! (this is only true for urgent cases though)

    i doubt anyone would ever be operated on very quickly in the uk, the waiting lists are ridiculous, the person would probably be back in norway before they got an appointment to operate, or dead.
